The PuebloPlex Board of Directors approved the PuebloPlex Redevelopment Plan Update on July 1, 2026, concluding more than a year of analysis, planning, and community engagement. The Plan establishes an updated vision and long-term framework for the redevelopment of the approximately 23,000-acre former Pueblo Chemical Depot.
The new Plan replaces the 2016 Redevelopment Plan and, for the first time, incorporates the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) parcel, adding approximately 7,000 acres to the PuebloPlex planning area.
Rather than prescribing a single, fixed development pattern, the Plan provides a flexible land-use framework that can respond to changing market conditions and development opportunities. It identifies areas for advanced energy, research and development, emerging technology, defense and aerospace innovation, manufacturing, warehousing and distribution, transportation testing, transloading, commercial uses, and open space.
The Plan also establishes a transportation framework for future roadway and rail circulation and identifies the opportunities and constraints that will shape redevelopment across the property.
